Yeah if u format all the partitions on ur harddisk thats 100% assurity that all viruses, software, bugs and everything else has been removed. Good luck!
The problem with formatting is that the info is still there – it is the record of where exactly it is that gets deleted on a quick format (deletion of File Allocation Table – FAT). With a "full" format the sectors are rewritten and until there is new data in that sector it can still be recovered. In theory a particularly prevalent virus could recover itself (although I have no evidence to suggest this has happened or does happen)
In all honesty though – a virus infection should not result in you having to format. Do the following and you should be able to rid yourself of your current infection and help prevent future attacks.
Restart – both programs will auto start with booting the PC and should innoculate your system. Both are resource friendly and will update regularly keeping you and your system in tip top shape!
Yes it is, but it’s also going to take a lot longer. You’ll have to reinstall windows and all the drivers for your scanner, printers, etc, as well as reinstall all your software again that was already on that hard drive.

Then u can re-create and format as u like .
It can be done just by using 98 boot CD or something like that. (No further software is required…..)

If the format is successful, yes. But sometimes Spyware can ghost itself into the formatter, and prevent it from being removed.
I’d reccomend nuking the hard drive with nuker from source forge, and then booting from a Windows disk and format there.
